Teenage bullying

I'm dealing now with a student who shows signs of being a bully.
Her classmates are intimidated by her and many feel uncomfortable in her presence.
The problem is it is so subtle and manipulative that it's difficult to call her out on it.
Anyone been in a similar situation and has advice?
