My baby ( 4 months) is so congested (from a cold), he cant lie down and sleep. Any suggestions?

Take him into the bathroom with you and run the hot water.. steam will loosen him up. If you have eucalyptus oil, add that to the water.
You can also spritz saline into his nose and then aspirate it out.

I've tried 3 different decongestants, till my dr. recommended Neo-Synephrine, over the counter-but that did the job, all cleared up

There is evidence that young children shouldn't be given cold medicines:

At any rate, I've always been told that very young babies shouldn't be taking anything.
For nasal congestion, I used those plain saline drops. I had also heard that squirting breastmilk up the baby's nose can help clear congestion. I tried it a couple of times (a drop right from my breast), and it may have worked or not, I'm not sure.
