If one got a ticket in Monsey by a Spring Valley cop - is it legal for the court case to be in Spring Valley or is not in their jurisdiction to try the case?

Is it possible that actually committed the infraction in spring valley and the cop didn't stop you until you were over the line in Monsey .... That happened to my brother once. He committed the infraction but the cop pulled him over a few blocks later in the next town.

Check with spring valley and Monsey cos. Bc they are so close they night have a an arrangement
