Busch gardens is nearby. I think there was a kosher place last time I was there. Plus VA Beach is pretty.

The children's museum is very well-done. The Battleship Wisconsin and adjacent Nauticus museum are very interesting, and the boat tour of the shipyards that departs from there is an absolute must!! There's an amazing ropes course for older kids about 30 minutes away.
The boardwalk along VA Beach has mini golf, go carts (there's also a massive go cart place near the ropes course), bike rentals, etc. The Botanical Garden is also really nice. I've heard good things about the zoo, and there's also a petting zoo for little ones in the area. There are also horse rides along the beach that get great reviews.

Another vote for the battleship tour and the museum attached. Also we loved the boat tour of the naval base. Or the big sailboat tour, whichever is open that day.

Williamsburg, Jamestown, and Yorktown are all about an hour away, easily doable as a day trip from Norfolk.
