I'm not sure they are all non-water, but many of these activities are without water.
Also in Tzfat, there's kivrei tzadikim, and the artists colony to look around.

In addition to Tzfas, check out Gan Guru near Tiveria - amazing!! In the Golan, there's Nimrod's Castle, the Banias (hiking), and Har Bental, and in Katzrin, there's a wine tour and an olive oil factory tour.

I don't have personal experience with these but there's a tiedying place (Groovesters) in Katzrin and horseback riding in Ramot
My kids really liked the robotic farm in Avnei Eitan and there's a fruit picking orchard right near there too
