that's the school's attitude. Some people feel their kid needs/benefits from a full day or the mother feels she'll go crazy having him home... there are definitely people who are stay at home moms who send their kids out for longer then 12:30/12:45 or whenever it is in the OP's community.
I think the op also sounds like she's hoping to find a job...
I think round robins are pretty common.
In terms of vouchers- it only starts at a certain grade- I think that's pre1a in OPs lingo but is called kindergarten in Cincy. There are childcare voucher but I believe BOTH parents have to be working and still be low income to get that.
