Neighbor putting his trash bags in others cans, what to do?

It doesn't matter honestly, as long as the sign scares people away.
You don't actually have to install a camera.
Just write a funny or intimidating sign....

Another option is like: "We know who you are.
Beware."

I always thought pick-up service was a mandatory thing that you cannot opt out of.

Did you ask your neighbours for permission to use their can? If not, you are just as bad as ops neighbour. Doesn't matter what the reason, there is no excuse to do it without permission.

I would put up a camera. They aren't that expensive anymore. Then you can approach your neighbor and ask them to stop. If they deny it's them, pull out their picture.

Yes and you can put a sign on the can saying its being monitored whether you are really using a camera or not
