Are these normal policies for a childrens museum?

When you say "normal" do you mean "convenient"? It would be easier not to pay admission, to use a stroller and to bring your own food, but the museum is acting in its own interests. They need to cover costs, control crowds, and increase revenue. Presumably if attendance drops, they will adjust their policies.

Why don't you email the museum and say that you'd visit more often if strollers were allowed? Most public institutions welcome input. Maybe they would change the policy. Or maybe the fire department won't allow it. Whatever.

Just because something doesn't work for you doesn't make it abnormal.
