It sounds like a nice idea (for buyers!), though I've never heard of it. I can imagine they'd be afraid that any woman who gets upset about the longevity of her sheitel will discontinue payments, and it's not worth it for them to have to chase her to Bais Din/court, so it may not be practically viable.
