I know this is a dumb question but I’ve never had to do this before.

How do I transfer money from my Chase account to someone else’s Wells Fargo account? I have their routing and account number.

Look fir the "send money with Zelle" option in your online banking.

You need to do a wire transfer. But there is a fee to do that. To just do Chase to a Chase account you would do Chase Quickpay

It's a bank to bank transfer. Some banks have a fee for that.
Zelle (quick pay) can send money to someone's email or cell number. That person has to link their account to it. Same with PayPal.
