The main sticking point here is not going to be Mehadrin food (even at non-Mehadrin kosher establishments, there are many items served that will meet Mehadrin standards), it's the price point.
<$100/night is very difficult to find in Yerushalayim.
Perhaps the Lev Yerushalayim, if they are having some sort of promotional deal?
For how many people is this room?
How long are you planning to stay?
Perhaps renting a vacation apt/airbnb will work out better.

Depends on your dates. Check out prima hotels. Also mehadrin is not so clear, which specific hashgachas?
How close to Jerusalem are you looking to stay?

I'm saying that it narrows down the choices.
Lev Yerushalayim is a relatively inexpensive hotel, by Jerusalem standards.
$100/night is a very low price.
