At the simcha of an acquaintance, I always wish the baal simcha mazal tov, but then at a loss for further conversation. I am not great at making small talk and always feel so awkward. What are examples of generic things that you say at a wedding, bar mitzvah, bris...?

A brocha, then anything somewhat connected. A compliment on the venue, decorations or wardrobe is always a good choice.

A compliment on other members of the simcha, BM by read well, baby is adorable, looks like ___, your mechutanim are so special because..., you look gorgeous, the centerpieces are perfect, your dh spoke beautifully, etc.

Any compliment hold be a conversation starter, but the baalei simcha may not want to schmooze now.
