When do you start wearing knee high boots. Is it considered the norm to start wearing now?

Never.
There's no norm.

It's definitely not the norm around here to start wearing knee-high boots.
It's 82F and mostly sunny here today.

I've seen people wearing fall boots already, but I'd go by the weather. Under 70 degrees when I usually need to wear a sweater , etc

boots are to keep your legs warm if it is cold. if it is 45 degrees and its july, wear them. if its 90 degrees and January, don't.
today was 85 here in baltimore, so we are in light dresses and open back shoes.

I grew up in Los Angeles, where short shorts with fur-lined Ugg boots was a “thing” for a while before it became an utter fashion Don’t.

In my Bais Yaakov high school, boots of any kind were not allowed because they were clearly a fashion statement and not necessary for snow or cold.

I don't know how anyone even considers wearing long boots today in this boiling humid weather today.
