AFAIK-there is only one way to do it.
There are no cheaper/easier ways to do it.

In Downtown Brooklyn, there is a program called CITE (through the College of St. Rose) that helps you self-certify. They're $745 for 3 credits. I don't know how many credits you need for your bilingual extension, and anyway you say you're in Monsey, but I just wanted to throw that out there.
