Most charge a fee depending how many miles. If you're talking Toms River, I'd recommend calling the restaurants south of the lake.
Glatt Gourmet may.
JII South does.
Pizza on Wheels may have a cheaper fee with minimum order.
I know Glatt Bite and Dlux both deliver but that's from further north.

I just ordered from Glatt Bite and the delivery fee was $7.
Someone once ordered a surprise dinner for us from dlux - not sure about the delivery fee
I think pizza stores deliver too.
