From what my friends tell me, a lot of the BY ones take the money from the government and make parents pay full tuition anyway. Which is totally unethical and illegal. I don’t know why no one has reported these schools.

I didn't send here but I heard of this free upk program at Brooklyn college Hillel: http://www.gandaycare.com/services/gan-upk/
They have a mix of Jewish and non-Jewish kids but they do teach Hebrew and Jewish holidays.
