Is it normal to pick up your brand new car from the leasing co. and it has 300 miles on it and almost no gas in the tank? They drove it in from out of state.

That depends on which state it came from if it was far away I guess they used lots of miles to get it to you and obviously used the gas up when they drove from that far away.
most new leases come with about 100 miles on it since they test drive it and at least some gas.

300 miles is a bit much, I got my car without an ounce of gas also and it really irked me. So I guess it's somewhat normal.

Mine was delivered to the dealer with zero miles. The dealership drove it 50 miles to my house to deliver it. They gave it to me with an almost full tank. Not sure who gave the gas.
