Can I bring cooked frozen meat into amsterdam and Israel? What about parve food and homemade cookies? Bread and canned tuna fish? Thank you in advance

Your title says Belgium, but in your post you're asking about Israel and Amsterdam.
To Belgium, you can bring in all these things.

ppl often use amsterdam as an airport for Antwerp or Brussels, even though its in a different country. Its pretty close and an easy train ride.
It depends where you are coming from but in general those things should be fine for personal use. The meat is the only thing that may be problematic if you are stopped and searched at customs but we were told we could bring meat from the USA into another EU country, but only for personal use. (I think under 10 kg)

You can bring cooked food into Israel. No idea about Europe.
