Depends on the cities you will be visiting. February can vary from the 50s-70s. Check the weather forecast online for the cities you will be in a few days before.
In general, winter in Israel requires layers. It can get quite warm during the day in the sun and pretty chilly at night.
I would wear a long sleeve t shirt with a sweater and maybe a spring jacket to add at night. Depending on your activities the t shirt alone could be fine during the day.

Today we are wearing summer clothes (with sweaters handy). It may snow by then. Layers are probably best. A good raincoat is important.
It can get pretty cool at night.

And waterproof or water-resistant shoes. It doesn't rain frequently, but when it does, it can come down hard and fast and cause puddling.
Other than that, layers, layers. There can be a 30 degree temperature shift from night to mid-day.
