We might move there for my husband's work in the next few years and are looking for a small shul where we can be on a first-name basis with everyone and different types of people are accepted. (I'm thinking of the sort of place that has fewer than 100 people in shul on Shabbos.) Thanks!

Virginia Beach doesn't have any sort of year-round established community. I believe Chabad is the only shul option there. Norfolk has a lovely and warm shul called B'nei Israel with a nice welcoming, non-judgmental vibe. I don't know how many are there on Shabbos, but I do believe they're all on a first-name basis, so I'd definitely reach out to them for more info.
