I would not send a 2 yr old to anything less than 5:1. And a cleaning lady doesnt count. The Morah needs an assistant who is dealing with all aspects of the children, not just wiping diapers and sweeping.

How would anyone know if a cleaning lady is a good caregiver?
Aren’t mothers signing up expecting frum morahs? In my understanding most cleaning ladies are not frum women.
The legal limit for 2-3 year olds is 1:6. Neither option is that.
With 2:12 plus a cleaning lady around who’s willing to be an extra hand in an emergency, it would be lovely.

For legal purposes a full time cleaning help counts you know. So her ratio is 2:10 or 3:18.
If you can get a cleaner who can also interact with the kids I don't see an issue.

I send my kids to groups that generally have 12 kids and 3 staff members.
