If you happen to be chabad or take a chabad girl lots of them are simply daughters of shluchim who have no local suitable school, not necessarily girls with issues.
I agree its definitely a responsibility, but one that a certain personality would enjoy. You are responsible for food, but not extra curricular lessons or tuition. If they want you to drive the kid 20 minutes away for violin lessons I would think there would be an extra charge. My kids bought their own deodorant but used the shampoos and soaps the family provided.
If you can install a shower cheaply, thats a huge advantage but having a toilet is also a good start.
Shabbos - if boarder lives close enough, they may go home.
Carpools - my kids always stayed in homes walking distance from their school so that was not an issue.
