We are leaving for 3 weeks on the day my cleaning lady comes and she usually changes all the linen. If she changes it to fresh linen, we will likely come back to dusty linen. But I don't want to come back to dirty linen either. What do you suggest?

Have her change it only the week you come home so it'll be fresh or have her change it while you are gone and have her put plastic tablecloths on them to keep off the dust.

Dusty?
Cover your pillow cases with a plastic bag...

You can cover all beds with a plastic tablecloth.

Change the linen now. If you have a dusty house spread out a plastic disposable or clean fabric tablecloth over each bed.

We live in Israel, there's no getting away from dust here.
I think I'll go the plastic table cloth route.
Thanks!
