As pesek zman said, Kesher Israel in Georgetown is the most established shul in the DC area with guaranteed 3x/day minyan. There are a number of mincha minyanim at business/gov't offices, but they may not meet during chol hamoed. There's also a Chabad there, but I don't think they have 3x/day.

Outside of DC, Silver Spring has several shuls with reliable minyanim, and cheaper lodging options. We've always brought food there, so I'm not sure if cholov yisrael is sold in DC, though I'm sure it's available in Silver Spring.

Just a note, there are 3 KFP restaurants open in the DC area for chol hamoed: Char Bar, Soupergirl, and Al Ha'esh. Also Moti's market in Rockville will be open Chol Hamoed.

Any have Chassidish/Heimish Hechsherim?

Also Motis is a 45 minute drive from the White House.

Any place closer to the White House to buy Chalav Yisroel products?

Nope. Shalom's in silver spring is closer than mottis. You will find cy in shalom's. Finding cy is iffy on motis. You will not find cy anywhere in DC. You will probably not find chassidish hasgacha in silver spring.

The hasgacha there is capitol k, the vaad of greater Washington. You can call them and ask. Much of their kashrus is outsourced to star k. The rabbonim in charge are reliable

DC and its environs don't have Chassidish/Heimish Jews, shuls, or Rabbonim, so you're not going to find such hechsherim there. CharBar used to be under the OU and is now under the Vaad of Greater Washington, which DH's friend who's a Rav in the area told him is reliable.

I imagine other places are likely under this hashgacha as well. If you need CY products, it may be easier to freeze them before you leave and then bring them in a cooler. They will last fine until you arrive and put them in the refrigerator in your hotel. That's what we've always done when visiting DC.
