Challah too doughy with 80% whole wheat flour

my challah dough comes out too dense and doughy with 80% whole wheat flour.
I let it rise for 1 1/2 hours in the bowl, and I let the braided challah rise for around 1/2 hour before I bake it.
any ideas as to how to make it fluffy and less dense?

Try letting the braided challah rise for 45 minutes next time.
