Is it strange if the father's name is Michoel and the daughter is Michal?
What if he is not called Michoel because he has another name?

The names are similar but not the same shoresh, AFAIK. Would you find Dovid and Dov, Chaim and Chaya, Nechama and Nachum etc. strange?
Some of these names are the same shoresh, some not.

A Baruch can have a bracha
A yona (male named after the Navi) can have a yona (female named after the bird)
I have even see Yitzchok that have an izik.

I know a Perry who had a son with two names, one of which was Dov but she preferred to go by his other name & not call him Beri because that would be too confusing, as she was Peri.

We asked our rav a shaila when we were considering a name that was similar to one we had already given another child. He shared with us a teshuva about a brother Leib and sister Leiba, that they're totally different names with totally different meanings. If they were the same shoresh, it's a bit more complicated but still not necessarily a problem. Michael and Michal are not the same shores.

I think it’s fine.
What I don’t think is fine is when people pronounce the name michoel totally wrong so that it sounds like the girls name michal.

Siblings Yehuda and Yehudis. The mother only realized after she already gave the name...nobody had a problem with it.
