This probably sounds so dumb but I never figured it out. Are electric bills lower if you put the ac on higher numbers or do they charge per hour anyway?

It will be lower if you put it on higher numbers since the compressor will work less of the time.

If you're using a window unit, the difference in price is negligible, so just do what's comfortable.
