I made chocolate chip oat cookies. I froze half the recipe and baked half the recipe. The cookies that I baked are very hard. I am wondering if I could now add baking powder or baking soda or something to my raw cookie dough so that these cookies should not be so hard. Can I do something to save these cookies?

Maybe you baked them for too long.
Adding powder or soda won't make them softer. Maybe try to a little oil.

You can definitely add something to it after defrosting, though without knowing the recipe I'm not sure what would be best. Another idea is to bake for less time.

Store the baked cookies in a zip lock bag with a piece of white bread.
That should soften them up somewhat.

Universal tip for all kinds of cookies: try to bake a single test cookie and see how it behaves. If losing it's shape, add more flour. If hard and rock like, add fat.
