Boating age appropriate

I’m trying to figure out a safe age to allow children to go boating - kayak or canoe - alone (no adults but at least 2 other kids).
All other kids in the neighborhood go but I don’t think it’s safe. But I feel bad for my kids if I’m too over protective.

They wear life jackets at all times.
Water is very calm river or lake. Narrow. They know it well.
They are responsible and follow rules. (Not all the other kids are).
Don’t go far out. And even far out is always close to a shore due to water shape.
They know how to swim.

Please respond with ages and or criteria. And if you have experience with this.

I also feel if I let my oldest I have to let next child who is 18 months younger making it more complicated.

I’m trying to remember at what age In Sternberg we canoed down the Delaware. The water was much rougher then here and there were no adults with us at all times. Didn’t they do that 13 or 14 years old?
