Where can I get one online? I haven't found one with padded chest in her size (sz 12). Her breasts are just beginning to show, and while its too small for bra for everyday, and they don't show through her clothes yet, when she'll wear wet bathing suit, it will show unless padded. Any ideas?

You could try to find a bathing suit with ruffles on top. That’s usually an easy way to hide a chest until they become more comfortable with their body.

Athletic suits like Speedo’s are pretty good at camouflaging a budding chest as well.

A medium size floral pattern will make it unnoticeable.
If she really falls in love with a certain suit, you could take it to a seamstress and have an extra layer sewn into the chest area.

Lands' End has bathing suits with shelf bras (size 12 and up).

I recommend the Lands End bathing suit. Been using them for my girls for years. They have very strong spandex which holds them very well. Go for the ones where the chest line comes up higher - those tend to flatten the area much better and don't show anything. I find that in the water, bathing suits can sort of sink down from the water weight, and you want it to be high enough not to show anything private.
