Yup
In the 90's the illiteracy rate was so bad in the public schools (not better now!!) that the mayor coined the term "Baltimore the City that Reads" and had it put everywhere.
Also, there is, or at least used to be, a horse farm right next door to what is now Bais Yaakov elementary school, which in my day was the only building they had through 12th grade.
