According to the Chase site they can't send internationally. Imamothers, any other suggestions?

I opened an account in TD bank. And got a debit card. I gave my son the debit card and when he needs money he uses it by an ATM. I deposit the money here.
In TD there is not international fees. Each time he uses the atm it costs me $3.

Capital One 360 also has free ATM's in Israel.
