17 year old son is a little behind his peers. It bothers him tremendously that he always feels tongue tied and isn't able to participate in conversations. This is especially true when he's one on one with another boy. Part of the issue is that he is behind them and so he can't converse well in topics that are age appropriate.
Is this problem resolvable?

"Behind" meaning what? It sounds like something a speech language pathologist could help with, but your post isn't so clear

This is social anxiety and a good CBT therapist should be able to help.
He can also role play, and work on increasing his knowledge about whatever it is
they talk about; current events, sports, etc.
I am sorry he is dealing with this; he sounds like a very nice boy
and probably has many strengths that are unfortunately not well appreciated
by teenage boys.
It doesn't mean that as an adult he won't be appreciated by others.
He needs to build his self esteem and build on all his natural strengths
while simultaneously working on his social skills.
From a parental perspective,
He should know that you value him just the way he is.
Its truly only a problem because HE feels inadequate about it.
I wish you strength, hatzlacha and nachas from him.
