Is there still any herb or vegetable I can plant in New York?

Start with tomatoes. Those are easy.

Herbs often grow well in pots, indoors, so long as they have full sun. Basil, sage, parsley, thyme, cilantro... Even strawberries do well in pots.

Cherry tomatoes and small peppers can feel very rewarding to grow in pots. Eggplant, too.

Lettuce and celery thrive in weather-controlled environments, and the usual culprits won't eat them if they're hidden in your house!

Not a vegetable, but Jasmine is a climbing plant which is gorgeous, smells heavenly, and does very well in half light. Perfect for the corner of your living room.

Do you mean NYC or further north? Either way it doesn't matter. You're way past last frost dates. If you're further upstate your growing may be shortened by first frost depending on your elevation but that's no reason not to start.
You can still plant cucumbers or zucchini, maybe even winter squash for a late season crop. Tomatoes if you start with a plant from a nursery. If starting now you will probably not get a lot of produce until late August at this point. But that's fine. September veggies are awesome!

Sugar snap peas can be started now for late summer/early fall harvest. You can also buy plants from nurseries or fruit and vegetable stores. Circus Fruits and a few of my local stores were all carrying them this year.
