I’m divorced. Between spending time with their father and being away in camp, they haven’t been with me much, and when they are they say they’re bored..

if you can and its in your budget let them choose some new board games, craft projects, books, etc. depending upon what they like.
if its a family activity together get some of their special treats, drinks, popcorn or something and provide that too.
even a simple card game can be fun
or take a day trip somewhere you do not usually have time for -- its a pleasure to have a whole day if its something they'd like
I wouldn't force anything
they may want to just hang out.
I would also ask them what they want to do letting them know that you'd like their input and really listen and if theres something they agree upon or can all do then thats what id do (obviously not everything would fly during the nine days of course)
are there any relatives or family friends they'd like to visit or include?
or any chesed activity they are into you could do as a family? we have done packing food, culling our own stuff for giveaway, visiting nursing homes...again tho I wouldn't force it, especially given your situation you describe id focus on what they want to do thats enjoyable

We don’t do exciting or big hiking on 9 days. Or fairs or big trips. Maybe a leisurely walk. Baking. Try to keep it mor low key then rest of summer.

Ok, not sure if they are older or younger, but if your teen DDs are anything like mine (who are older), board games are BORING and they want to do something, not "waste" the day in the house.
I was off yesterday and took my DD to the city.
We went to Showfeilds which was free and very cool (11 Bond Street). We checked out the candy store and Blicks on the block, and stopped in a few other stores briefly. Went uptown to go out to eat and went in and out of a few stores. Went to the museum of Art and Design. Spied on and talked about a shidduch date that was there (great learning opportunity which is otherwise preaching- I.e. didn't like how the guy thought he was above the security staff- something NOT to look for when the time comes). Walked through Time Square. Exhausting but really fun. Also easier with one that with 2.
Other ideas is the hike someone mentioned above- we did that last week.
Can you just walk around Palisades Mall? It is not beneath me to make a list or photograph things to buy after 9Av, when DD is not with me to try on. If they are still there it is meant to be and if not-not.
Any interest in blueberry picking?
Not sure if anyone still has or if they are closed for the season, but google Pick Your own near me.

You can bake pizza, chocolate chip cookies, brownies, decorate cupcakes...

You can play boggle, rummy, monopoly, connect 4, scrabble, banana grams, scattegories....

You can go out to lunch...
