Is there any reason for the hair under the skin top to be shorter than the hair of the skin, or would this only be done to save money?

Shorter layers under can cause the overall cut to lay differently and some people like that look more.

Is it new? If so I would go back and ask them the replace the wefts

What do you mean by shorter layer below the skin top? There shouldn't be any hair under the net that sits on your head.
Are you referring to baby hairs at the hairline?
Or returns in the back of the wig at the top of your head?

Yes but I didn't notice it right away because the hair of the skin top covers it. When I lift all the hair of the skin top, and just look at the way the rest of the hair is laying, there are many shorter layers of hair- almost like the wig was supposed to be a layered wig. I've been trying to make sense of it but it almost seems like it's just a way for the company to save money by using shorter hair where it's less noticeable.

It sounds like someone cut it before you bought it. This is what it looks like when hair has been thinned.

Take it straight back and tell them that you only noticed now
It’s not a big deal to replace the wefts
The skintop is what’s difficult or expensive to starts changing
