What I need here is NOT Sympathy. Advice here can sometimes be hurtful and unhelpful. So please refrain.

I need hands-on help.

DH is a capable person who wants and likes to work, and is ready to give it his all. He is looking for a white collar job and open to hear of positions, preferably where he can make a difference in peoples lives.
Including managing large firms, working hands on with clients, families of special needs...

Well, what has he done so far?

First things first. NETWORK. Presumably, he made some connections at his previous job. He needs to give them a call. Take them out for coffee. Talk about job opportunities and information that they have. If there are professional organizations in his field, he needs to be part of them, to meet people. See who knows who, and who can introduce him to the next person.

Be on Linked In.Join groups in his field. Get his name out there.

He should take a lower level job while working on a degree or certification, if this is the field he wants to stay in. Nursing home administrator is a well paying job that takes approximately one year after the BA.

If he has a close relationship with a rav or a rebbi, sometimes he can help make the connection with someone with a company who can offer an appropriate position. My dh's rebbi has been able to do that for him in the past.

I’m not sure if you’re saying this because you know first hand or you’re assuming. All staff positions that I know of, certainly the ones that are entry-level, do not require a specific degree. Some positions that pay about 20 an hour only require a high school diploma. They may require a bachelors or Masters for a higher level position but that is based on each agency.
Working in a program for adults with special needs is very different than special ed in a school setting which may require a specific education.
If your husband is a good people person and a good salesman he may be great in an employment program for adults with special needs as either a job coach, job developer or even a supervisor. the program is called supported employment.
