Updating old stroller

Anyone ever tried to upcycle or update a tired looking stroller? I picked up a second hand stroller and I didn't realize quite how bad the condition was. I thought I could just live with it, but it's bothering me.
Anyone have any suggestions? Preferably ones that won't cost me very much. I've asked around in IRL and people have either suggested tossing it or putting in money, which I'm reluctant to do.

Which parts are in bad condition? I'm assuming you washed it really well. Anything else will cost money. A stroller liner can be found pretty cheap, whereas replacing the hood or wheels will cost more. Handle bar covers are also pretty cheap, and can freshen up the look and cover a banged up handle bar.

the wheels are worn but I know I can't change that. The hood is quite faded and the mesh sun section (which is usually hidden) is torn. The black frame is scratched and there is rust on the screws etc. The handlebar isn't too bad actually. I sprayed over the fabric (it wouldn't fit in my washing machine) but it still has a 'smell' to it that I don't like.

I would bring the fabric to a laundromat and get it really clean. Also, you can test out a touch up marker or a sharpie on the rusty spots. Just try a hidden area first in case it doesn't look good (check in sunlight to be sure).

Some people have had success using fabric dye on the canopy but I've never tried it myself.

Are you talented enough to sew some new fabric onto the hood to cover the faded part?
In terms of the frame and screws, maybe try taking off the fabric and spray painting the frame?
Either bring the fabric somewhere to wash it fully, even if its just soaking it in your bathtub.
