Does a 13" backpack fit a binder

Need to buy one for my pre-1A girl. I bought a 15" and its HUGE on her. she's average size. would a 13" backpack fit a binder? I'd like it to last for 2-3 years so I need to make sure it'll fit a binder in there at least for next year.

Not very comfortably, especially if the top is rounded.
I found the Land's End size small fit the sweet spot of not being too giant but holding enough things for grades pre-1-a through 2nd.
