I enjoy writing and occasionally publish in the magazines. The pay for the articles is quite low. Is it possible to build up freelance writing into a decent part time income, and if so, who is paying the decent rates?

I know someone who has a very decent income doing just this. Is it possible to ask for more money and see which publication is ready to pay? if you're really good, many publications will gladly pay up.

It is possible, but writing for marketing is way more lucrative.

Also see if you can break into the secular world.

both need training and lots of perseverance.

I worked at two frum companies that were looking for a freelance writer at different points.
You would ofc have to do a lot of research to understand the industry of the company you're writing for.
BE ACTIVE ON LINKEDIN! Especially for frum companies, it's a really solid way to get your name out there and show your work.
If you're ready to really go for it, I would consider mailing or emailing medium-sized businesses. Especially if you notice they do a lot of marketing.
Marketing companies usually have in-house writers, but might reach out to you if they have a lot of work on their plate.
There are a lot of online freelancer forums also that could at least get you some more experience and client cases.

Training in the field for low pay (ie. frum publications and lower-tiered, local publications; in-house for marketing companies or large corporations); critiquing other's work; reading and studying experts; paid training courses.
Before paying for an expensive course its important to figure out your niche, and/or what interests you. Writing is such a broad field and you don't want to pay a lot of money only to find out that this is not the direction you want to go in.
Ex. fiction, journalism, research, memoir, grant, technical, social media, digital, SEO, emails, corporate, webcopy, marketing, etc. Many of these branch off further, so there's really a lot out there.

You’re not going to earn a decent salary writing for frum publications.

Spend some time determining your strongest writing skills and finding an appropriate field where you can distinguish yourself as a true expert and set your own rates. Work on perfecting these skills and getting your name out there as mentioned upthread. Only way to make it as a writer. Speaking from experience.
