I've seen it done by women around 30 and under. It's a cute young look, and very stylish. If you're older, it tends to look like you're trying too hard to look young, IMHO.

When I wear my shevi to work (not usually, since I most often wear a tichel), I often wear a headband to keep the hair off my face.

It's also a thing with some hassidim because the band counts as a double covering. So they wear them instead of a hat. Nothing to do with trying to look young.
