I live OOT and the local grocery store stop selling the phone cards to israel.

will WhatsApp work for you? No cost, but you need the app & therefore I think smartphone. And I think the person you are calling also needs a phone with app (but I’m not sure).

Look into getting a Google voice number. I think it's $0.10 / minute to cellphone and $0.02/ minute to landline. You then call freon your regular phone or cellphone.

Look into rebtel. We pay 5 dollars a mth for international calls to over 50 countries. We said good bye to our landline and save a pretty penny every month!
There is no special number to dial. When you have the app on your phone all international calls via your contacts automatically get routed through rebtel
