Is it normal for a boy learning in EY to have 2 weeks of nothing. There are no classes or programs.

Any suggestions of what he can do? I rather he is touring than doing nothing.

Many bochurim do touring during this time. Many also fit some learning into their daily schedule.

Normal.
Many find people to stay with, friends to travel with, etc.
Tour? Hello; it's ISRAEL! There's no shortage of hikes, lakes, rivers, and mountains for boys to climb. History to learn, cities to see.

It's holidays and chagim. It's not like winter vacation. He has a few days in between the holidays; that's all.

Generally they would gang up with friends in the same situation and amuse themselves. I agree it's not ideal but they'll manage. Much of this time is Shabbos and Yom tov anyway so how much do they really need to organize.

One day is buying Arba Minim
He can offer to help a family build their succah. Do you have any relatives in Israel?
There is an Eitan Katz concert on chol hamoed that a lot of guys are going to.

That's. I spent years making sure he was occupied. Now suddenly to let him loose with no structure a problem. I heard there were thousands of seminary girls in Jerusalem going to the same bars as the boys. This doesn't seem so well thought out.

I wouldn't say thousands....
Yes, it's very exciting that the legal drinking age here is younger.
