It’s already there. It’s by your bathtub holding your shower curtain.
Just hang some hangers with wet clothing for a few hours.

I don't have a dryer, most of my friends don't. I dry things on racks.

Buy a foldable coat rack for the clothes on hangers and a laundry rack for the rest

Lots of options, just depends on your space and lifestyle.

You can install a shower rod for hanging over the tub even with glass doors.

You can keep over the door hooks on the outside of your closet doors.

Or more official drying space on doors.

Hooks on backs of doors and on fronts of closet doors.

A rope strung across the U-shaped frame holding the shower curtain (very old building, modern apts don’t have these any more.)

Tension-mount curtain rod or shower rod across various niches and alcoves.

Chinning bars or tension mount curtain rods in doorways. Natch, clothes must be removed if you need to close the door.

Tall retail-store style garment rack.

Towel bar mounted upside-down on the ceiling (if you have low ceilings) or on underside of a high shelf.

Check out interior design websites like apartment therapy.com for ideas about how to create a closet where none exists. Many of those ideas will lend themselves to your needs.

At one point of our tiny apartment living, we bought a tiny washing machine that hooked up to the kitchen sink, but we had no dryer. We had a collapsible drying rack for sweaters, but everything else and I mean everything else (towels, undershirts, sheets, shirts) got hung on a hanger and the hangers hung on the door frames of every single room. The rim of the doorframe juts out just enough for a hanger to hang on.

I heard an idea once to put a rod on top of the bathtub, that means that when someone walks into the bathroom, it looks neat because all the laundry is hanging behind the shower curtain.
