I'm in the process of applying for HEAP, the NY State heating program. Is there any way they would award a benefit for someone just over the income limit? I don't know if I should wait until my next really small pay stub since I'm on maternity leave or apply now, since it's first come first served and take a chance that I make a little bit too much.
