My wedding is at 3pm we are going to be there at 9am for makeup and hair etc. The wedding planner supposed to be there at 9am or earlier or later?

What does your contract say?
Typically if you have someone for the full day of - they are going to be there to run all the stuff happening day of. Like be there to meet the hair and make-up people.

Yes, she should be there the same time as the bride or even before.
That way, if the bride is late and the make up artist is there, she can call bride and say, "Where are you? Is there traffic or did something come up that I can help you with?"

Mine got there before me but I did hair and makeup off site. So I think I arrived at 2 or something to get dressed and start pictures and she was definitely there before that.
