If Alternate Side Parking Rules are in effect today, why are

If Alternate Side Parking Rules are in effect today, why are there cars parked all along that side of the street (no parking spots are empty)?

I had to verify that rules werent suspevded today by calling 311. They werent.

This isnt the first time Ive noticed this on my block (in BP).

Yeah the last time I asked it was snowy and the coldest day of the year and some may have thought rules were suspended, but why today?

Some people are fearful of tickets and spend an hour circling for a spot, and some dont give a hoot, why?

Maybe the cleaning truck came already. Unofficially, once the streets been cleaned you can park by the curb as there's no reason not to.

Was it close to the time being up?
Many people move back their cars like 20 minutes before the time is over so they're guaranteed a spot. Some will sit at the wheel in case anyone comes around giving tickets.

That is what my fil thought, but it’s not true. You can still get a ticket. I also saw this, no parking was from 11:30-1 and it was 12 and people were parked.

Yes, I think ticket people have a quota. If they can write a ticket out, they do.

Because they don't care to get a ticket.
Or they did a risk and benefit analysis and decided it was worth the risk of a ticket to get a good spot. It's not like there are parking garages there.
Question is - why do you want to know?
