Challah dough doesn't rise in the winter

My challah dough doesn't rise in the winter. Any ideas how I can get it to rise nicely?

Set the oven to 200 and then turn it off and put the challah dough inside. After it's risen, shape and let it rise again in a breeze-less place, then egg wash and bake .

I turn on my oven and put the bowl on top, near the vents

That might not work so well since temperature can be uneven (heat from vent, but cool in the room). Putting dough in a warm oven should get you the desired results.

I preheat my oven and then turn off. Then put the dough in a warm oven for half an hour. I do it in summer and winter. Works amazing! And bonus that I can finish making challas quicker.
