Sometimes they don't realize it needs to be thrown out so put it in a big trash bag.

I’ve seen people leave a note on it. Or put it in a garbage bag

You may need to call city services to find out about bulk trash removal. Depends where you live.

Shouldn't the can go out with recycling...if it's a plastic can? Or depending on how far away your dump is, can you take it there?

These kinds of questions make my head explode.
It's like "what makes the Teflon stick to the pan?"
Why do you park in a driveway, but drive on a parkway?

It's metal. They're doing construction down the block....maybe I'll walk to over and try to sneak it into the dumpster🤔

If you want it recycled, which you should if it’s metal, you have to put it in a bag with the other recycling and put it out on recycling collection days. Otherwise how are they to know you do want it back?
What’s a “meta” question?

I have no idea. I never recycle. (Oops)
Anyway, even if I do....how do I get rid of it?

OK. How? Its a 13 gallon garbage can. How is it getting thrown out and gotten rid of?
That's my whole "meta" question.
(P.s. Meta is hard to describe...but have you ever watched Inception? )

I'll try...
"Meta" is used as a prefix to mean "doing the action to the action itself." Ex: metacognition means thinking about thinking.
OP- your title and post made me laugh.

Teflon needs to be heated to very high temperatures and pressed down in order to stick to the pan; otherwise, it would indeed be as nonstick to the pan as it is to everything else.
"Parkway" originally referred to a road through a park. A driveway is called a driveway because you drive through it. Some park in driveways, but others go through the driveway to their garages.

That would be geneiva. They have to pay for the rubbish removal and every inch of space you take up is actually $$$.

Depending on where you live, either put a sign that says "Free Garbage Can" so that someone who passes by takes it, or a sign that says "Used Garbage Can $12.99" so that someone will steal it.
