I know someone who did: the baby was an escaped convict he escaped after 9 months of time. The parents were police.
Or the opposite the baby was the police because he was bossing the 'convicts' around when to sleep, eat etc.
A cute rhyming poem either way and jail food or coffee and donuts.

Bee and bee keepers.
Sheep and shepherd.
King/queen and servants. Or prince/princess and king and queen.

I'll admit, I may have gotten a little carried away with the ideas... but I love Purim and I love baby costumes, so here's my list. Hope you find it helpful!
Mom and Dad = mustard and ketchup. Baby = hot dog. Come on, imagine your baby dressed like a hot dog!
You can dress up as the 3 bears.
OOH! Mom and Dad can dress up as astronauts and your baby can be an alien!!
Or Mom and Dad can dress like babies, and your baby can dress like an old person.
Mom and Dad can be carrots, and baby is a bunny. (Picture your baby in a fuzzy bunny suit!)
This is "corny", but how about parents are popcorn and/or corn on the cob, and baby is baby corn!
Parents can be clouds, and the baby is the sun.
You can have a circus theme: Dad = clown. Mom = acrobat. Baby = elephant
You can be smores: graham cracker, marshmallow, and chocolate - amazon has full costumes and tee shirts
Parents can be sailor and captain. Baby is a fish!
You can be thing 1, 2, and 3.
Parents can be man and woman in the yellow hats and baby is curious george.
You can dress like superheroes. (Think baby in a cape!)

One year we did the hot dog ketchup, mustard, burger & chef wearing a pizza costume(chef hat)! It was so cute. They were slightly too old for it though. I think my hot dog was about 7 and he is still a bit embarrassed of that Purim :/ but we gave adorable themed m.m
We gave it in takeaway bags...a can soda, a couple of mini ketchup, a packet of flutes emptied into a takeaway box! And a mustard and ketchup plastic bottle filled with sweets. Was amazing! And each one worked out quite cheap actually.
Oh and each bag had a picture of all of us dressed in our costumes.
